The
EIB, the European Union's bank, is seeking to recruit for its Inspectorate General (IG), at its headquarters in Luxembourg, the
Head of Evaluation.



This is a full-time position at grade 7 for which the EIB offers a permanent contract.
Applicants will receive an initial feedback in July 202- _Internally referred to as Division Head Lending Evaluation_

Purpose:


You will be leading and managing the independent evaluation function of the EIB Group (EIBG) which aims to assess performance of the key operations of the Group to the EU goals.

Evaluations ensure that the EIB Group is accountable for the activities it undertakes and draw lessons for improvements. Evaluations inform decision makers and contribute to the way we work.

Operating Network:


You will be reporting to the Inspector General and will be managing approximately 22 direct and indirect reports organised in two units.

The Evaluation Division acts as an independent function to ensure its activities are impartial, objective and credible.

It has constant interaction with partners within and outside the EIBG, to ensure the accuracy, usefulness and relevance of its work and that evaluations are based on internationally recognized methodologies.


Accountabilities:

  • Elaborate an overall strategy for the evaluation function in the EIB Group and define its activities, work programme and budget
  • Facilitate teamwork and create an environment in which team members can achieve optimal performance; ensure learning, knowledge sharing, and communication within and outside the Division
  • Lead a team in producing impartial, highquality evaluations that are relevant and timely
  • Communicate the approach, findings conclusions and recommendations of evaluation work to the EIB employees, decisionmaking bodies and partners
  • Ensure that the evaluation procedures and methods are compatible with international best practice in the fields of evaluation
  • Foster cooperation within internal services of the EIB Group
  • Foster cooperation with peers and the broader evaluation community
  • Foster knowledge management and a culture of evaluation in the EIB Group and formulate an effective communications strategy

Qualifications:

  • University degree, preferably oriented towards evaluation, economics, social sciences, finance and/or engineering.
  • At least 10 years of relevant professional experience in evaluation / projects analysis (appraisals, due diligence, monitoring) and/or policy development
  • Very good understanding of the evaluation methodologies and tools. Evaluation experience in a Development Finance Institution/IFI would be a strong asset
  • Experience in driving vision, policy and strategy and translating it to the experienced staff members
  • Experience in building and maintaining trusted relationships with senior stakeholders, governing bodies and decision makers
  • Experience in or proven ability for managing and coaching people ideally in multicultural environments or international organisations (e

g contribution to:
deciding on team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback)

  • Excellent knowledge of English and/or French (*), with a good knowledge of the other. Knowledge of other EU languages would be an advantage.

- (*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
