The job will be performed fully On-site (no remote working is foreseen for this position).


The Directorate General for Energy is in charge of the development and implementation of the European policy in the domain of Energy.

The Directorates located in Luxembourg are mainly concerned with nuclear energy issues, having the specific mission to orientate and co-ordinate the setting up of policies, actions, and programs in the framework of the responsibilities defined in the EURATOM Treaty, chapters III, IV, V, VII, IX and X.

Within the given mission, the Commission services concerned by the IT systems supporting nuclear safeguards, have the specific objective of making sure on behalf of the European Commission, that:

  • Rights and obligations envisaged under Chapter VII of the Euratom Treaty are correctly implemented
  • Rights and obligations envisaged under the additional protocol for detection capability of clandestine nuclear activities are correctly implemented
  • The working context is the continued production, maintenance, and development of the strategic information systems
  • The main objective of this contract is the development and the evolution of the Oracle web/Javabased IT systems and their interconnections with the whole IT infrastructure
  • The solution assignment may change over time, according to the portfolio/project/service needs

DESCRIPTION OF THE TASKS

The following tasks will be performed:

  • Translation of business requirements into a UI solution
  • User Experience (UX) analysis
  • Consultancy on UI at any step of the design of a digital solution (from brainstorming to research, sketches, prototypes, user tests, and final implementation)
  • Visual prototyping of UI solutions such as designing (low
- and high-fidelity) wireframes, mock-ups, and storyboards which lead to an intuitive user experience

  • Design and development of UI solutions for different web products and platforms, including showing styling, use of typography, images, text, the definition of Information Architecture, interaction workflows, and navigation
  • Creation and maintenance of style guides, brand book, and visual component libraries, including sketched concepts and page templates
  • Creation of graphical elements including illustrations, visuals, infographics, data visualizations, etc
  • Definition of usercentered evaluations of UI solutions, identifying key usability problems, and providing recommendations on how to solve them (including the participation in usability studies with users)
  • Contribution to test scenarios and test result analysis regarding the UI components
  • Frontend development of responsive UI solutions following good coding practices, development of innovative solutions for different platforms as well as integration with DBs or other serverside logic
  • Documentation of code, ensuring easy maintenance & evolution

LEVEL OF EDUCATION


The minimum educational qualification corresponds to Level 6 of the European Qualification Framework which typically corresponds to a
bachelor's degree of 3 years.


KNOWLEDGE AND SKILLS
The following skills and knowledge are required for the performance of the above-listed tasks:

  • Very good knowledge of Power Builder, Oracle SQL, and PLSQL
  • Ability to cope with fastchanging technologies used in IT
  • Analysis and problemsolving skills
  • Capability to write clear and structured technical documents
  • Ability to participate in technical meetings and good communication skills
  • The capability of integration in an international/multicultural environment, rapid selfstarting capability, and experience in working in a team
  • Ability to participate in multilingual meetings
  • Ability to work in a multicultural environment, on multiple large projects
  • Excellent Team Player
  • Ability to understand, speak and write French B1 will be an advantage

SPECIFIC EXPERTISE
The following specific expertise is mandatory for the performance of tasks:

  • Extended experience with version 201

    SQL (min. competence level 5)
