The **EIB**, the European Union's bank, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C), Office of the Group Chief Compliance Officer (GR&C-OCCO),**Group Operational & Regulatory Compliance**Department (GORC), Tax and Regulatory Compliance Division (TRC), AML & Tax Compliance Unit (AML&TAX) at its headquarters in Luxembourg, an **(Associate) Tax Compliance Officer*.**
**This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.**

**Purpose**:
You will contribute to the identification, assessment and advice provided by the team on Tax Integrity/NCJs regulatory requirements relating to the Group’s activities. To do so, you will analyse the quality, adequacy and effectiveness of the existing controls, and enhance them in order to develop solutions which will strengthen the Compliance function as second line of defence (LoD), and mitigate business risk and/or maximise operational efficiency and quality.
**Operating Network**:
You will report to the Head of Unit and interact with colleagues both within GR&C-OCCO and in other Directorates.
The responsibilities of the AML & Tax Compliance Unit include tax good governance compliance issues, the assessment and management of compliance risks (in particular NCJ/tax integrity and related integrity matters) associated with the Bank’s activities in relation to its policies, rules and procedures and in the areas of relevance for the Compliance Directorate.
**Accountabilities**:
- Contribute to the team’s input to the strategy and policy development process for tax integrity and NCJ compliance frameworks within the EIB and the EIB Group, ensuring Group’s full alignment in this area.
- Implement Tax Integrity Due Diligence (“TIDD”) tools, policies and internal procedures in order to improve and streamline the relevant processes.
- Contribute to the development of the operational plan and business planning for your area for the benefit of the Division, Directorate and Bank as a whole.
- Assess the compliance and risk rating of existent and future operations with focus on the EIB Group’s NCJ and AML-CFT Policies and underlying procedures, with particular attention to tax integrity, in order to avoid any potential risks to the Bank’s reputation.
- Prepare legal analyses and advice on tax integrity issues raised by 1st LoD regarding EIB counterparties in the context of new or renewed operations.
- Issue opinions and recommendations following TIDD findings and tax-relevant information; benchmark Compliance processes and workflows against best practice and standards.
- Provide advice to the 1st LoD throughout the TIDD process to ensure close co-operation and effective communication with all relevant stakeholders.
- Actively contribute to GR&C-OCCO communication and training efforts by designing and providing training to the Bank’s staff in the area of taxation.
- Keep up to date with best practice, guidance from EU and national regulators, industry trends and developments and news reports with regard to own specialist field to ensure state-of-the-art approaches to tax integrity due diligence.
- Participate in focus groups, meetings, benchmarking studies around themes and topics within your specialist field in order to keep EIB staff and fellow colleagues informed.
- Actively participate in relevant conferences thus contributing to EIB visibility, including abroad.
- Pro-actively share and disseminate your knowledge for the awareness-raising of fellow officers in order to promote a broader sense of responsibility Bank-wide regarding compliance of all relevant policies, procedures and work instructions to be followed by all EIB staff.
**Qualifications**:
- University degree (minimum an equivalent to a Bachelor) preferably in economics, accounting, finance or law. Specialist qualifications (such as Master’s Degree, LLM or similar) in international taxation (or similar) would be an advantage.
- Minimum 3 years of relevant professional experience, ideally related to advisory on international tax issues and/or areas relevant to GR&C-OCCO’s tax good governance activities.
- Knowledge of and experience in tax regulations, principles of international taxation, tax avoidance and/or aggressive tax planning strategies as well as recent developments in EU and international tax policy.
- Additional knowledge of AML-CFT matters would be an advantage.
- Some knowledge of the EIB Group’s objectives & broad policies.
- Ability to analyse large quantities of information in short periods of time and to efficiently work on several files in parallel.
