We also offer relocation support.**The **EIB**, the European Union's bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC),**Financial Reporting and Accounting**Department (FRA), Group and Mandates Reporting Division Division (GMR), at its headquarters in Luxembourg, a **Head of Group and Mandates Reporting Division*.**This is a full-time position at grade 7 for which the EIB offers a permanent contract.**

**Purpose**:
In the context of the restructuring of the Chief Financial Controller Directorate, the Group and Mandates Reporting Division has the responsibility to prepare the EIB’s and EIB Group financial statements both under the EU Accounting Directives and under IFRS. The Division is also responsible for the financial reporting of the Mandates deployed by EIB (notably with the European Commission).

In this role, you will ensure appropriate financial accounting and reporting activities of the EIB and EIB Group.

**Operating Network**:
You will report to the Head of the Financial Reporting and Accounting Department and work closely with the other Heads of Divisions within the CFC Directorate and with managers at all levels in other areas of the Bank/Group. You will have regular contacts with external stakeholders, notably the European Commission, external auditors, and other external service providers.

**Accountabilities**:
In cooperation with the Head of the Financial Reporting and Accounting Department, you will have the following responsibilities:

- Contribute to the definition and elaboration of the Bank, Group and Mandates’ accounting principles and rules within the Directorate to ensure efficient transmission of accurate information to internal and external stakeholders.
- Define the objectives and work plan of the Division according to the strategic objectives of the Directorate.
- Establish and manage resources and means necessary to implement the EIB accounting and reporting principles and rules. Ensure that the controls on business and accounting cycles provide assurance the relevant transactions are complete, exist and are properly valued.
- Ensure timely production of financial reports in compliance with various accounting standards and manage audit process.
- Provide advice and recommendations on accounting theory and practice across the Bank and the Group in the context of new activities, initiatives and mandates and plan accordingly, in order to align the Bank and the Group with best practice in the evolving financial services industry.
- Represent the Bank/Group externally in your area of responsibility, maintain and develop relationships with the EU Commission and other third parties.
- Represent the Group and Mandates Reporting Division on financial accounting and reporting issues across the Bank/Group.
- Plan, organise, and supervise the activities of the Division. Allocate responsibilities, set objectives and evaluate the performance of the Division’s staff. Ensure an effective cooperation among team members and rest of Bank staff, as well as dissemination and cross fertilisation of information within the division and across the department, as necessary.
- Select, manage, coach and supervise the staff within the Division in order to ensure that they have the appropriate competencies, objectives and motivation in order to deliver the results.

**Qualifications**:

- University degree (minimum an equivalent to a Bachelor) preferably in accounting, finance or related fields.
- Minimum 10 years of relevant professional experience in accounting in the financial industry.
- Internationally recognised professional accounting qualification (Chartered Accountant or equivalent) would be considered as advantage.
- Thorough experience in managing external audit processes.
- Experience or proven ability in managing and coaching staff members, ideally in a multicultural environment or international organisations (e.g. contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback).
- Proven track record in obtaining efficiency gains in an accounting function.
- Good knowledge of the EIB mission and its third party/mandate activity.
- Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.
