Le service « Health Systems and Policy Analysis » (HSPA) apporte un soutien médico-économique à la Caisse Nationale de Santé (CNS) en analysant annuellement la charge de travail de tous les secteurs hospitaliers luxembourgeois. Il s'agit d'une étape nécessaire pour le calcul des budgets annuels alloués aux hôpitaux. D’autre part, le HSPA intervient comme expert indépendant auprès de la CNS lors des Commissions des Normes et de groupes de travail. Dans le cadre de cette collaboration, le Data Manager participe aux activités du service.

Finalité de la fonction

**Principales responsabilités**
- Gérer les bases de données pour la policlinique endoscopique et le bloc opératoire
- Gérer les rejets des bases de données de la policlinique endoscopique et du bloc opératoire
- Gérer le tirage des listes de validation
- Organiser les validations des données endoscopiques et opératoires sur site
- Rédiger des courriers nécessaires aux différentes activités
- Mesurer la charge de travail pour la policlinique endoscopique, le bloc opératoire, la salle de réveil, la dialyse, la salle d’accouchement et la policlinique chimiothérapie
- Participer à la rédaction de livrables
- Participer à la relecture des documents budgétaires
- Mettre en œuvre les calculs des indicateurs pour les Incitants Qualités du bloc opératoire
- Concevoir, rédiger et archiver la documentation relative au data management des projets (Codebook, consignes d’enregistrement, plan d’analyse statistique)
- Réaliser les contrôles de cohérence et de qualité des données des projets
- Réaliser le suivi et la gestion des flux de données des différentes sources, fusionner les fichiers de données des différentes sources, et réaliser le gel des bases de données
- Réaliser les analyses statistiques et préparer les rapports statistiques des projets. Interpréter les résultats en collaboration avec l’équipe projet
- Contribuer à la valorisation, à la diffusion et à la communication des résultats
- Tester et contribuer à l’amélioration des logiciels développés par le LIH
- Participer à la rédaction des guides utilisateurs des logiciels développés par le LIH
- Elaborer les masques de saisie et les e-CRF (enquêtes en lignes)
- A la demande du Chef d’unité/département, effectuer d’autres tâches ponctuelles pour l’unité/département

**Compétences spécifiques, diplôme et expérience professionnelle**
- Master ou licence professionnelle en data management, statistique/informatique appliquée à la gestion de données biomédicales ou équivalent
- Expérience professionnelle sur un poste similaire souhaitée
- Maitrise des procédures de data management
- Connaissances solides en statistiques
- Maitrise du logiciel statistique SPSS
- Avoir des connaissances générales sur la protection des données personnelles Langues : Aptitude à communiquer efficacement en français, oralement et par écrit ; anglais technique/professionnel.
