The EIB, the European Union's bank, is seeking to recruit for its **Projects Directorate - Innovation & Competitiveness Department - Life Sciences and Health Division**, at its headquarters in Luxembourg**:TRAINEE**

**_ Please note that the Programme is created under the Financial Inclusion Fund (FIF) and is open to young nationals from one of the MENA (Middle East and North Africa) Region (Algeria, Egypt, Palestine, Israel, Jordan, Lebanon, Morocco and Tunisia) and ACP (Africa, Caribbean and Pacific) Region, all 79 ACP Partner Countries (please see Provisions section)._**
**Objective of the traineeship**:
The objective of the traineeship is to provide you with an opportunity to gain practical experience in monitoring Life Sciences and Health projects in the Middle East and North Africa (MENA) countries and African, Caribbean and Pacific (ACP) Group of States, with a focus on infrastructure and equipment, from an investment and implementation perspective. The traineeship will enable you to develop a comprehensive understanding of the challenges and opportunities associated with Health projects in these regions.
You will be involved in monitoring the progress of ongoing Health projects, supporting the identification of areas of improvement, facilitating the interaction with the promoters and enhancing project outcomes. Collaterally you will also be involved in conducting research on best practices in health project management and implementation in the regions by other financial institutions and agencies, particularly on the topic of procurement and sustainability.
**Responsibilities**:
In comparison with projects inside of the European Union (EU), these projects need relatively more support — i.e., INCO manpower — to be implemented. For instance, OEU projects have more procurement related issues, need more follow up on adequate reporting, and project implementation tends to be slow with spaced out disbursements. This tends to be true for both projects implemented by a Promoter (e.g., Ministry of Health of the recipient country) or by a third party like United Nations (UN) agency.
You shall investigate causes for slow project implementation and loan/grant disbursement and draft a report with proposals for the European Investment Bank (EIB) to improve OEU project implementation and speed up loan / grant disbursement. As part of the assignment, you shall:
- Define ‘standard’ reporting tools, e.g., standardized minutes of meetings with time-bound action plans;
- Draft clear and understandable descriptions of how a procurement plan (PP) should look and assist Promoters drafting / updating such PPs;
- Draft a general project implementation plan with a critical path that promoters can use (especially in case none was drafted during appraisal or because of a change of scope).
**Academic qualifications and professional skills**:
- Final year of studies or University degree of a MENA/ACP partner country in Economics or Engineering or Statistics or health related fields (nursing sciences or public health), with additional / ongoing specialization in the health sector (e.g., health management, epidemiology, health economics, global health, health facility planning, clinical engineering).
- Previous field experience in health projects implementation would be an advantage (e.g., having worked in a health authority / health facility / health organization)
- Familiarity with the Microsoft Office package (E.g., Word, Excel, Power Point...) is fundamental, as well as the use of collaboration tools (e.g., Outlook, OneNote, Teams)
- Experience with analysis of quantitative data, database querying, research and elaboration of qualitative information from reports is required.
- Excellent knowledge of written and spoken English and very good command of French. Knowledge of other languages would be an advantage.
