The **EIB**, the European Union's bank, is seeking to recruit for its Portfolio Management and Monitoring Directorate (PMM),** **Transaction Management Department (TM), Project Finance Division (PF), Energy, Environment and Others Unit (EE&O) at its headquarters in Luxembourg, a **(Associate) Portfolio Management Officer - Project Finance*.**

**These are two full-time positions at grade 4/5 for which the EIB offers a permanent contract.**

**Purpose**:
**Specific Post Environment**:
PMM monitors counterparts and financial contracts and acts on contractual events under its responsibility, as well as on distressed transactions, to protect EIB's financial interest and reputation. The Directorate is responsible for the Financial Monitoring, Event Resolution and Restructuring of (i) EU counterparts and non-EU counterparts and projects, (ii) EU and non-EU full invested funds and equity as well as (iii) EU and non-EU private sector distressed transactions. PMM/TM/PF comprises 2 units: One covering mainly Transport, Health and Education sector related projects, (PF/THE), and the other covering mainly Energy, Environment and Others sector specific projects (PF/EEO). PMM is also responsible for developing and updating Bank-wide Financial Monitoring guidelines.

**Operating Network**:
Under the supervision of the Head of PF Division and the Head of the EE&O Unit, you will cooperate closely with other Directorates across the Bank, in particular with the Origination, Project, Legal, Risk Management teams, and with the other Divisions in PMM.

You will also have external contact with counterparts, other transaction stakeholders, corporates, syndicate agents, co-lenders, external advisors and sector specialists.

**Accountabilities**:

- Carry out according to an agreed program, reviews of project finance counterparts/transactions.
- Negotiate and propose solutions to standard and more complex post signature events for project finance loans.
- Monitor the related contracts, ensuring compliance with the protective clauses included in the loan documentation.
- Handle client contacts, including organising and participating in financial monitoring visits, which requires regular travels
- Collaborate and coordinate activities with RM/CRD, OPS, JU, PJ and other Directorates.
- Contribute to the Division’s regular reports, in particular Watch List reports.
- Check and, when necessary, update in a timely and accurate manner the data related to own portfolio in the Bank’s IT systems.
- The above tasks are carried out in an autonomous way under supervision of the Head of Unit or with the support of a more senior officer in the team if necessary.

**Qualifications**:

- University degree (minimum an equivalent to a Bachelor), preferably in Business Administration, Law, Finance or Economics, ideally supplemented by post-graduate studies and/or training in Project Finance.
- At least 3 years of relevant professional experience, including but not limited to project finance or structured finance, preferably gained in a financial institution, credit rating agency and/or investment fund.
- The ability to handle and negotiate event resolutions for project finance and loans.
- Experience and deep understanding of Excel and/or other financial monitoring systems and techniques is required.
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages, especially Spanish, would be an advantage.

Proficiency is understood to mean the attainment of _level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
