The **EIB**, the European Union's bank is seeking to recruit for its Finance Directorate (FI), Planning and Settlement of Operations Department (PRO), Cash and Collateral Network Services (CCNS), Liquidity Planning and Control Unit (LPC) at its headquarters in Luxembourg, an **Associate (Officer) - Liquidity Planning and Control*.**

**This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.**

**Purpose**:
As an Associate (Officer) - Liquidity Planning and Control, internally referred to as (Associate) Officer Transaction Processing and Management, you will contribute to the daily payment transaction processing in order to enable fulfilment of the bank’s commitments in a timely and accurate manner and limit the EIB operational and reputational risks.

**Operating Network**:
You will report to the Head of Unit. You will closely cooperate with all team members. You will also be in permanent interaction within the lending back offices (C&D and LAR), borrowing back office (BOE), Treasury Department (FI/TRE) and IT support. Frequently, you will be in contacts with Middle Office (SPBS), Risk Management (RM) and Financial Control (FC).

**Accountabilities**:

- Perform daily tasks of the Unit as a key element of the pool of competencies implemented in the team: cash management and intraday monitoring, nostro and securities reconciliation, claims management, liquidity planning, reporting, management of SWIFT messages.
- In case of problems such as settlement failure or intraday liquidity gap, act quickly and accurately to analyse and resolve as efficiently as possible in order to keep settlement claims and overdraft costs as low as possible.
- Contribute to the implementation of strategy/policy for the unit through the correct use and ongoing improvement of procedures in order to facilitate quick and effective CCNS intervention, especially in a crisis situation.
- Monitor the performance of IT tools, report problems and participate in testing of IT upgrades in order to maintain the integrity of data and processes at all times.
- Provide specialist advice in the area of daily liquidity planning and reporting.
- Keep abreast of latest developments in the area of liquidity regulatory best practice and payments market infrastructure developments.
- Coach, train & mentor less experienced staff members in order to share useful knowledge and experience within the team.

**Qualifications**:

- University degree, preferably in a business-related field (finance or economics)
- At least 3 years of relevant financial experience, preferably in cash management and/or reconciliation and/or payment function
- Broad and in-depth knowledge of the financial sector in general and good Treasury product and settlement knowledge in particular is required
- Good knowledge of the EIB borrowing and lending operations.
- In-depth knowledge of frequently used SWIFT message types (especially confirmation & settlement messages is a strong advantage
- Good and up-to-date knowledge of the relevant best banking practices, especially supervisory and regulatory documents on liquidity risk measurement, standards and monitoring.
- Good knowledge of all MS Office tools, including very good knowledge of Excel.
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
