The **European Investment Fund** **(EIF)** is seeking to recruit for its **Portfolio Guarantees Department - **Inclusive Finance Division** **at its headquarters in **Luxembourg, **Structured Finance Portfolio Guarantee **Analyst(s) / (Senior) **Manager(s) - Inclusive Finance**. **This is a full/part time position (travel required) at grade 4/5 or 5/6 for which the EIF offers a permanent contract.

**Purpose**:
The Inclusive Finance Division plays a key role in the European inclusive finance market and is recognised for its work in support of financial and social inclusion, e.g job creation through self-entrepreneurship and job creation in a work-integration setting (work-integration social enterprises).

You will join the Front Office of the European Investment Fund and assume responsibilities for the full transaction cycle including origination, appraisal, analysis, structuring and execution of debt transactions covering large portfolios of new loans, primarily to micro-enterprises and social-enterprises, as well as quasi-equity transactions in favour of smaller financial institutions. Transactions will relate to the deployment of central EU programmes such as InvestEU. The debt transactions will often be undertaken in the context of a promotional thematic approach aimed at inclusive finance / social impact.

**Operating Network**:
You will report to the Head of the Inclusive Finance Division within the Portfolio Guarantees Department who, in turn, reports to Head of Portfolio Guarantees Department.

You will interact with commercial and promotional banks and other financial institutions (eg microfinance institutions and ethical banks) across the EU and associated countries and EIB Group staff and will develop and maintain other external contacts, including relationship with the relevant European Commission’s services and relevant industry networks.

You will operate in close co-operation with the two other Divisions of the Portfolio Guarantees Department, the other EIG (Equity Investments and Guarantees) teams and EIF services, in particular Risk Management, Compliance, Legal Services, Mandate Management and Operations & Information Management, as well as with the EIF Secretary, to ensure smooth approval process including pre
- and post-dispatch to the governing bodies of relevant documents.

**Responsibilities**:
Depending on your seniority you will,
- Structure new inclusive finance transactions, perform in-depth analysis of new portfolio guarantee transactions / debt transactions covering qualitative and quantitative aspects, both in terms of credit risk assessment (incl. expected and unexpected loss, counter-party risk analysis, as applicable) and in terms of policy objectives, value added and other relevant requirements;
- Coordinate relevant internal processes and ensure smooth cooperation with EIF services (legal, risk management, compliance etc.) in the context of new inclusive finance transactions;
- Draft transaction requests for approval, due diligence reports, aiming at signing guarantee or debt commitments with existing and new counterparties, mainly with an EU focus;
- Manage client relationships with financial institutions to ensure guarantee transactions meet agreed policy objectives and allow for timely follow-on transactions;
- Contribute to product and mandate development in cooperation with other teams.

For the (Senior) Manager role:

- Manage the negotiation of guarantee transactions (incl. legal documentation) and provide guidance to more junior staff members;
- Give guidance to more junior staff members in the context of cross-team work within the department, for example in the context of multi-thematic guarantee transactions or ad-hoc projects;
- Plan and coordinate ongoing business development across a large number of European countries through active follow-up of market developments in the inclusive financing area if/when needed;
- Participate in external industry events as speaker or panellist as and when required;

**Qualifications**:

- At least 3 years for the Analyst role and 7 years for the Manager role of post-graduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility preferably in the finance/banking sector, ideally with experience of inclusive finance / impact financing;
- Good understanding of EIF’s mission and activities as well as its operating framework;
- Proven track record in portfolio credit risk analysis / counter-party risk analysis, preferably in the inclusive finance field, would be a significant advantage in particular for the (Senior) Manager role whereas a keen interest to learn and develop in the inclusive finance field would be desirable for the Analyst role;
