The **EIB**, the European Union's bank, is seeking to recruit for **its Group Corporate Services Directorate (GCS), Buildings and Logistics Department (BLD), Facilities & Mobility Services Division (FMS), Facilities Services Unit (SEV)** at its headquarters in Luxembourg, a (**Senior) Services Contract Manager.**

This is a full
- time position at grade 5/6 for which the EIB offers a permanent contract. The division will be undergoing a reorganisation but the position will remain in the same unit.
- _internal referred to as (Senior) Officer Facilities Management_

**Purpose**:
You will manage, define and ensure execution of a broad range of outsourced facilities management service contracts, mainly in the domain of catering, cleaning, waste management, reception desk, senior management support and service desk for the EIB Group’s buildings in Luxembourg.

**Operating Network**:
You will report to the Head of Building Services Unit and work in close collaboration with colleagues from the department.

The post requires a high level of interaction with all staff members, including senior stakeholders, and external partners/providers. It requires strong negotiation skills, customer focus along with diplomacy and excellent interpersonal/communication skills at all levels to discuss strategic, financial, or contractual topics, not only operational topics.

**Accountabilities**:

- Drive and implement the operating procedures and processes for service contracts and manage initiatives and projects relevant to own domain
- Oversee and actively intervene in the entire contract life cycle for facilities management services (from pre-award to post-award phases), including the transition to the new hospitality contract
- Contribute to development of facility management services, policies and procedures with regards to climate action, as well as adaptation help achieve environment and sustainability goals
- Prepare efficient communications on key initiatives and activities to customers, manage interactions, including reporting regularly on key deliverables, operational and financial data
- Coordinate in an autonomous manner external service providers and actively contribute to effective teamwork and collaboration
- Collaborate and report on costs and service provider performance; define and follow-up on KPIs, measure performance against targets and continuously improve and manage the quality / cost

**Qualifications**:

- University degree in a like engineering, architecture, business management or any other related field
- Additional degree and/or certification in project management will be positively assessed
- At least 5 years’ of relevant professional experience in facilities management, preferably in hospitality services (catering, cleaning, waste management, reception services and service desk) with particular focus on climate and sustainability aspects and an emphasis on service contract and end-user communication
- Proven experience in contract management based on performance/outcomes (e.g. KPIs, bonus/malus mechanisms), management of outsourced services and project management
- Implementation, deployment, and familiarity with an integrated workplace management system such as Archibus would be considered an asset
- Very good understanding of administrative procedures related to the management of service contracts and call for tenders in public institutions would be an asset
- Experience in drafting comprehensive terms of references for service contracts and reports for decision-making would be highly appreciated
- Excellent knowledge of English and French. Knowledge of other EU languages would be an advantage.
