We are looking for a strong leader who is able to identify, shape and develop new initiatives geared towards optimizing the delivery of the Talent Acquisition Division’s tasks in the context of the overall HR Strategy of the Bank. You will lead teams managing the full recruitment cycle enabling the Bank to achieve its objectives.

**Purpose**:
In this role, you will lead and implement change with the aim of improving the current recruitment processes, setting a talent acquisition strategy for the bank, implementing a new HR Information System (HRIS) and internalise resources.

**Operating Network**:
You will report to the Head of Talent & Culture and lead and coach two Heads of Unit and a team of direct and indirect reports working across various functions, including employees working through external providers.

**What will you do?**:
You will:

- Continuously improve, develop and implement our talent acquisition strategy and recruitment processes
- Develop and lead employment branding strategy including campus management (early talent acquisition), set up a team to implement initiatives and run related activities
- Manage, coach and develop a team of HR professionals, ensuring they have the adequate competencies, objectives and motivation to provide expert advice and achieve the division’s objectives
- Interact closely with teams within the HR Directorate to ensure good collaboration and high-quality service delivery and consistent expert advice to clients throughout the Bank, concerning recruitment, promotions through competitive panels, onboarding and administration of temporary staff and traineeships
- Provide input to the overall HR vision and strategy, translating it into objectives and action plans for the division, integrated with other initiatives, processes and activities (e.g. building the EIB’s brand as employer of choice)
- Proactively manage the required changes, and contribute to organisational and process changes that would enhance the effectiveness and efficiency of delivery of the division’s responsibilities
- Ensure the implementation of the new HR Information System
- Oversee the proper acquisition, implementation (including contract management), and quality of the activities relevant to the Division that are handled through external consultants (e.g. Outsourced recruiters, Head Hunters, Pre-Employment screening provider, temporary agents’ provider)
- Ensure a close collaboration with teams within the HR Directorate and the Bank more widely (e.g. Hiring Managers throughout the Bank)
- Actively promote teamwork and collaboration within the Division and in HR, ensuring learning and knowledge sharing
- Contribute to the development and implementation of an effective communication platform with internal customers (e.g employees, pensioners, new recruits) resulting in a strong customer interaction and satisfaction
- Manage the divisional budget and ensure its optimal use and allocation
- Where relevant develop and maintain relationships with other EU institutions, international organisations, peer groups and professional associations to build co-operation and stay abreast of best practices.

**Qualifications**:

- University degree (minimum an equivalent to a Bachelor) preferably in relevant field: Human Resources, Social sciences, Business administration/finance or Law
- Minimum of 10 years' proven relevant experience in an international organisation, with at least 3 years in Recruitment activities, with demonstrated experience in implementing change, ideally in an HR environment
- Experience in developing sourcing or other recruiting strategies would be an advantage
