The **European Investment Fund** **(EIF), **is seeking to recruit for its** General Secretariat (GS) - Corporate and Institutional Affairs (CIA) Department - Audit and Institutional Policy (AIP) Division, **at its headquarters in** Luxembourg**, several **(Senior/Principal) Institutional Policy Officers**. These are full-time positions (with limited travel requirements) at grade 4/5 or 5/6 (depending on experience) for which the EIF offers a permanent contract.

**Purpose**

You will work in the EIF’s Audit and Institutional Policy Division which is part of the Corporate and Institutional Affairs Department within the EIF General Secretariat. The Division currently coordinates audits and evaluations relevant to the EIF in its own capacity or as an asset manager and is in the process of being further enhanced with additional tasks of institutional and transversal nature.

The Division will be tasked, inter alia, with the coordination of EIF’s contribution to the Review and Evaluation Process (REP) of the European Investment Bank (EIB), with the contribution to the analysis of sources of Best Market Practices (BMPs) including Best Banking Practices (BBP) and more generally with the elaboration, and contribution to, projects, policies, procedures, positions and documents of transversal relevance to the EIF and/or to the EIB Group. In the context of the ongoing enhancement of the Division’s tasks, the Division is currently hiring a number of Officers mainly for purposes of providing input to the aforementioned workstreams.

**Operating Network**

You will work autonomously under the supervision of the Head of Audit and Institutional Policy Division. You will work in close co-operation with other Officers of the Division as well as with other Services within the EIF and the EIB, as relevant. While you will be expected to work mainly on the Division’s aforementioned workstreams in line with the description above, you may also be asked to work on broader institutional policy issues within the scope of the responsibilities of the Division and the Directorate.

**Responsibilities**

At a level commensurate with relevant experience and seniority, you will carry out work relating to tasks within the Division’s remit, as well as work in relation with other tasks of the Directorate. You will, in particular, be requested to:

- Coordinate EIF’s contribution to the REP of the EIB, including by collecting feedback from relevant services, synthesizing EIF’s input, interacting with relevant stakeholders etc.;
- Analyse laws, regulations, standards and guidance being prepared or having been adopted by the EU and/or other international organisations and/or regulators affecting EIF’s activities;
- Participate and if required, lead institutional projects of transversal relevance to the EIF and/or to the EIB Group;
- Review and provide input to institutional policies and procedures of transversal relevance to the EIF and/or to the EIB Group;
- Represent the Division in internal working groups (meetings, task forces, committees) to deal with specific issues related to the Divisions remit;
- Maintain contact with the Division’s counterparts, both within and outside the EIF (may involve travel);
- Make presentations to various internal audiences.

**Qualifications**
- University degree, preferably at postgraduate level, in the law of one of the EU Member States or in the areas of EU studies, political science, business administration or similar field;
- At least three (3) years post qualification professional experience for the role of Officer and at least seven (7) years post qualification professional experience for the Senior/Principal Officer role obtained in similar roles with similar responsibilities within an EU institution/agency, international law firms or consultancy firms, IFIs and/or regulatory/supervisory authorities;
- Any - or combination - of the following would be an advantage for the Officer and a requirement for the (Senior/Principal) Officer positions:

- Knowledge of Common Law and other national laws would be an advantage;
- Thorough knowledge in the field of international and EU regulatory matters, including EU alternative investment fund laws and regulations, EU and international banking and financial regulations, as well as EU and international ESG/EU Taxonomy, tax and other rules and standards that are of relevance/applicability to top-tier asset managers;
- Experience in working with the EU institutions/agencies, international law firms or consultancy firms, IFIs and/or regulatory/supervisory authorities;
- Sound knowledge of the main aspects on institutional and substantive EU law;
- Knowledge of EIB Group’s and EIF’s operational framework;
- Experience of leading negotiations and drafting briefings/memoranda on relevant matters;
