The **EIB**, the European Union's bank is seeking to recruit for its Finance Directorate (FI), Planning and Settlement of Operations Department (PRO), Transaction Processing Division, Money and Securities Markets Unit (MSM) at its headquarters in Luxembourg, a **(Senior) Transaction Processing & Management Officer*.**

**This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.**

**Purpose**:
Execute and guide to the daily transaction processing of Money and Security markets, Borrowings and Derivatives transactions, legal documentation of derivatives transactions, coordination of activities in order to enable fulfilment of the bank’s commitments in a timely and accurate manner and limit the EIB operational and reputational risks.

As a (Senior) Transaction Processing & Management Officer you will be reporting to the Head of Unit and/or Head of Division.

Internal contacts: Permanent interaction within the Division, with Treasury Department (FI/TRE), Middle Office (SPBS) and IT support. Frequent contacts with Risk Management Directorate (RM), Lending Operations Directorate (OPS) and the other FIPRO back offices. Other main contacts are Financial Control Directorate (FC) and occasionally Capital Markets Department (FICAP).

External contacts**: Daily contacts with EIB’s “nostro” account service providers and other counterparty banks. Frequent contacts also with EIB custodians such as Clearstream or Euroclear.

**Accountabilities**:

- DRIVE IMPLEMENTATION OF AND ONGOING IMPROVEMENT OF PROCEDURES
- Drive the implementation of strategy/policy for the unit through the correct use and ongoing improvement of procedures in order to facilitate quick and effective FIPRO/TP intervention, especially in a crisis.
- DRIVE CHANGE RELATED TO IT SYSTEM & UPGRADES
- Drive changes related to IT tools, report problems and coordinate and supervise testing of IT upgrades in order to maintain the integrity of FK data and processes at all times.
- STRATEGY & POLICY DEVELOPMENT
- Stay abreast with industry developments and bank-wide business developments and proactively propose new initiatives and projects to address the operational needs, market trends and industry best practice.
- TRANSACTION MANAGEMENT AND MANAGEMENT OF RELATED OPERATIONAL PROBLEMS
- Check the correctness of Borrowings, derivatives and treasury transactions and ensure timely sending of confirmation and settlement messages to reduce operational and settlement risk. In case of problems such as settlement failure, act quickly and accurately to achieve a resolution as efficiently as possible in order to keep settlement claims and overdraft costs low.
- SPECIALIST ADVICE
- Provide expert knowledge and advice in various back-office areas such as settlement, SWIFT messages, payment systems, etc.
- LOAN SUBSTITUTE PROCESSING
- Responsible for providing an operational review of contracts with the aim of maximum STP for new loan substitute transactions (DVP settlement if possible).
- Check the correctness of loan substitute transactions and ensure timely sending of confirmation and settlement messages to reduce operational and settlement risk.
- Management of retrocession swap payments and any other events during the life of the transactions.
- ANALYSE AND RESOLVE OPERATIONAL PROBLEMS
- In case of problems such as settlement failure, act quickly and accurately to analyse and resolve as efficiently as possible in order to keep settlement claims and overdraft costs low.
- Support and represent the Head of Unit and/or Head of Division on operational matters.

**Qualifications**:

- University degree, preferably in a business-related field (finance or economics).
- Minimum 5 years of relevant professional experience, preferably in a Back Office function.
- Key technical/professional knowledge and skills.
- Broad and in-depth knowledge of the financial sector in general and good Treasury product and settlement knowledge in particular.
- Good knowledge of the EIB’s borrowing and lending operations.
- In-depth knowledge of frequently used SWIFT message types (especially confirmation & settlement messages).
- Good notions of accounting principles.
- Good knowledge of all EIB Office tools, including very good knowledge of Excel.
- Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).
