The **EIB**, the European Union's bank, is seeking to recruit for its EIB Global Directorate (GLO), Strategy and Partnerships Department (S&P), Co-Financing & Partnerships Division (COPAR), Regional Blending Facilities Unit (RBF), at its headquarters in Luxembourg, an **Associate Mandate Services Officer - Blended Finance *.**

**This is a full-time temporary position at grade 4.**

**Purpose**:
Mandates require a high level of management and administration throughout the investment and monitoring lifetime phases. Contractual obligations from Mandators require a high level of complex monitoring and reporting over many years. The purpose of this position is to ensure accuracy of the data produced for both internal and external reports, ensure the EIB systems are suitable for recording and producing the required deliverables, training and development of other unit and division members on aspects within competencies.

The position has a very transversal nature with very close working relationships with Mandate Officers in the unit, with frontline departments in GLO, with other Directorates (FI, FC, JU, SG,), with the EIF, the European Commission and the external auditors.

**Operating Network**:
The job holder will work in a Unit of 9 people under the supervision of the Head of Unit and respectively the Head of Division.

Mandates require a high level of management and administration throughout the investment and monitoring lifetime phases. Contractual obligations from Mandators, notably the European Commission, require a high level of complex monitoring and reporting over many years. The job holder plays an important role in supporting, executing and managing a broad range of control and administration tasks in regard to the portfolio by ensuring the highest standards of quality assurance across the RBFs and WBIF mandate financial services related processes within the Division. Moreover, responsibilities also include setting up and implement appropriate tools in order to ensure the compliance with reporting and monitoring requirements as per EU regulations and contracts.

Increasing volumes and number of mandate agreements imply that efficiencies of processes and systems must be found in order to continue scaling up the business. The role of this position is integral also in developing the aforementioned improvements, finding the balance between coping with increased business and stricter auditability and accountability requirements.

The position therefore requires a combination of business skills to understand the procedures, the data and the contractual obligations related to the mandates. The position further requires the analytical capacity to evaluate proposed changes to the mandate agreements regarding procedures and reporting, the conceptual capacity to document the requirements for the technical services implementing reporting solutions, as well as hands-on technical skills to maintain and further improve end user computing tools.

The position has a very transversal nature with very close working relationships with Mandate Owners within the Unit and Division, as well as with frontline departments in GLO, with other Directorates (FC, SG, FI, JU, PJ), with the European Commission, EIF, and the external auditors.

**Accountabilities**:

- Financial and administrative handling of the EIB Mandates, notably Regional Blending Facilities (RBFs) and Western Balkan Investment Framework (WBIF), as well as EIB Trust Funds. This includes, among others, financial reporting, cash-flow and other financial management related to blending instruments (Investment Grants; Technical Assistance; Risk Sharing Instruments, including guarantees and first loss equity)
- Contribute to exchanges and negotiation with the European Commission and EU Delegations on relevant aspects of Contribution Agreements (CAs) for the implementation of blending funds, together with Mandate Officers, as well as legal and operational services
- Supervise the financial implementation of blending CAs and ensure compliance with contractual obligations vis-à-vis the EC
- Preparation of internal notes as well as external correspondence;
- Preparation and Instruction of internal and external bank transfers;
- Preparation and analysis of statistics for ad hoc, annual and semi-annual financial and monitoring reports;
- Storing, tracking and supplying data to Financial Control for the annual audited Financial statements and subsequent review and analysis;
- Proposing and implementing sustainable process improvements for the data analysis;
- Contribution to the impact analysis and the internal set-up (reporting, data, monitoring, costs and treasury) of new Mandates and Mandate Agreements at pre-signature stage;
