**(ORM: OPERATIONAL RISK MANAGEMENT)**

**Mission**

As part of the RISK Function of BNP Paribas, the main objective of the **Head of** **RISK 2S ORM Luxembourg **is ensure the proper implementation of the operational risk management framework for the global 2S operations under its expertize and coverage.

The Head of RISK 2S ORM Luxembourg** **acts as the 2nd line of defense and works closely with other 2S RISK ORM teams, mainly the Central team: RISK 2S ORM Front to back activities and functions RISK 2S ORM Technology, RISK 2S ORM Corporate.

The Head of RISK 2S ORM luxembourg will assist into putting in place an operational risk management framework for the business lines under its expertize - when applicable via challenging the business lines mainly by the execution of level 2 controls & providing an opinion on the effectiveness of the control framework.
- In addition, the Head of RISK 2S ORM Luxembourg
** **is also the
**Data Protection Correspondent (DPC) of 2S Luxembourg** acting as the 2nd line of defence. The DPC should provide the independent analysis, ensure second level controls and give the necessary guidance to support the 1st Line of Defence. The DPC will closely work with the Data Protection Officer (DPO) of the Entity or Territory.

**Positioning & Reporting lines**

The Head of RISK 2S ORM Luxembourg** **reports hierarchically to the Head of RISK 2S ORM IFCs, European IOCs & Developing Growth markets.

**Normative framework**

**Governance and reporting**
- Implementation, preparation, organization and secretariat of ICCs in collaboration with other 2nd level control functions & follow up of action plans from one ICC to another in liaison with first line of defense.
- Adaptation of the operational risk management governance framework.

**Identification and assessment of risks and controls**
- Challenge 1st LoD mainly by the execution of level 2 controls & independent challenge and opinion on the effectiveness of the control framework
- Formalization and recommendation follow-up in case of non-satisfactory results
- Participate to the decision making process, such as voting on operational risk management matters in the new activity / product (TAC NAC or equivalent) / large project / outsourcing validation process.
- In case of a TAC/NAC or local equivalent committee, provide an opinion and analysis with blocking conditions (if any) and follow-up on the implementation of RISK conditions.
- Ensure risk assessments are consistent with 2S risk appetite
- Roll out the Risk Identification & assessment framework (RCSA) and actively participate into making this exercise more forward looking and embedded in the business lines lifecycle
- Assist and advise the Métier on the extension of the operational risk management framework, and ensure its compliance with Group & 2S guidelines
- Opine on local exemptions to the global setup if any.

**Historical incidents(HIs)**
- Supervision of the collection of the historical incidents in Forecast, including second level controls on the HI collection process (quality review and exhaustiveness)
- Challenge significant* incidents and remediation plans.
- Independent challenge and follow-up on the action plans, and analysis of the key/significant incidents
- Perform the cross-fertilization of action plans.
- Produce reports and dashboards on historical incidents
- Coordinate access requests & local approval of user access to Forecast.
- 2nd level control on the reconciliation between Birdie, Forecast & accountancy.
- _Significant in terms of amount, sensitivity or recurrence_. _

**Potential incidents(PIs)**
- Perform the quality review of potential incidents input in FORECAST
- Ensure that potential incidents impacts are consistent with 2S risk appetite
- Deploy the PI normative framework
- Challenge the 1st LoD & sign-off on the PI quantification

**R**ecommendations**
- Follow-up on recommendations and challenge remediation plans
- Cross-fertilization of findings/recommendations whenever possible.

**Anti fraud**
- Prevention, awareness and training of the 1st line as part of the awareness and training role of the Head of RISK 2S ORM Luxembourg.
- Detection and controls: challenge the first line’s fraud risk management activities and the control framework developed locally. Perform 2nd level fraud controls (User Access Review, Segregation of duties, etc ). Some other independent controls are embedded in the existing operational contr
