The **EIB**, the European Union's bank, is seeking to recruit for its EIB Global Directorate (GLO), Consultant Procurement and Contract Management Unit (CPCM), at its headquarters in Luxembourg, a **(Senior) Technical Assistance Officer *.**

**This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.**

**Purpose**:
The main objectives of the Consultant Procurement and Contract Management Unit (CPCM) are to assure the range and quality of Technical Assistance services offered by the Bank and to manage them within a clear strategic framework. The CPCM Unit is selecting, contracting, managing and monitoring external consultancy services.

The (Senior) Technical Assistance Officer will contribute to the preparation and implementation of GLO’s advisory activity through the management of externally procured Technical Assistance (TA) facilities and/or operations, in close co-operation with other EIB services.

**Operating Network**:
S/he will work in a team and report to the Head of Unit. The appointee will work in close collaboration with all other Directorates involved in the management of the Bank’s TA activity.

The appointee will also have extensive external contacts and work with beneficiaries and funders of GLO’s TA activity including, but not limited to, the European Commission, Member States and major public and private sector organizations in the Member States and Partner Countries.

**Accountabilities**:
In close collaboration with other EIB services:

- Lead the development of EIB’s TA portfolio outside the EU, in his/her designated area
- Lead and coordinate with other EIB services the design of new TA assignments (objectives and results, duration, budget, expert profiles, reporting requirements)
- Check eligibility and assess compliance issues in line with EIB’s TA Procedural Guidelines
- Ensure the smooth delivery of consultancy assignments, services throughout the project cycle (identification, tendering, contract execution, disbursements and reporting)
- Organize and act as chair of evaluation panels, draft shortlists and tender evaluation reports
- Manage all administrative, financial and contractual aspects during implementation of consultancy assignments
- Control the quality of the deliverables of TA assignments
- Liaise with EC, International and bilateral financial institutions and consulting companies
- Contribute to horizontal tasks (impact assessment, communication, working groups, etc.)

**Qualifications**:

- At least 5 years professional experience in a bi-lateral or multi-lateral context with donor-funding activity in developing and/or transition countries. Experience in financial sector development will be considered an asset
- Professional experience in procurement of consultancy services
- Proven track record in implementation and/or supervision of consultancy services, either inside or outside the EU, preferably in financial sector development. Experience in developing and/or transition countries will be considered an asset.
- Professional experience in project monitoring and financial reporting
- Good command of standard computer tools; experience in working with ASApp, Business Objects and PeopleSoft will be considered as an asset
- Excellent knowledge of English and French. (Knowledge of other EU languages would be an advantage).
