**Missions**:
- Le PMO est en charge de la gestion du portefeuille des projets au sein du Département de l’aménagement du territoire au ministère du Logement et de l’Aménagement du territoire.
- Rôles et tâches:
- Mise en place d’une gouvernance de projets pour soutenir la mise en œuvre de la stratégie du département;
- Développement d'une culture de projet au sein du département;
- Identification des normes et méthodes de gestion de projet appropriées et adaptation de ces derniers aux spécificités des projets du département;
- Développement, mise en place et maintenance de méthodologies, de structures de projet, de processus, de règles de bon fonctionnement et d’outils standardisés pour la gestion de projet afin d'assurer la cohérence et l'efficacité au sein du département;
- Organisation de formations et d’ateliers pour développer et améliorer les compétences en gestion de projet au sein du département;
- Support aux chefs de projets via un soutien opérationnel y compris les conseils et l'assistance technique dans l'utilisation des outils et des méthodes de gestion de projet dont notamment la définition et le cadrage des objectifs des projets;
- Gestion du portefeuille de projets : superviser et suivre l’ensemble des projets en cours, prioriser les projets en fonction des objectifs stratégiques du département et assurer une allocation optimale des ressources ensemble avec les chefs de projets;
- Elaboration d’une vue synthétique du portefeuille de projets pour un suivi de l’état d’avancement des différents projets.

**Compétences techniques**
- Disposer d’une connaissance approfondie des différentes méthodologies de gestion de projet ainsi que d’une capacité à les adapter aux besoins de l'organisation;
- Disposer d'une expérience en méthodes de gestion de projet;
- Disposer d’excellentes connaissances des outils informatiques de gestion de projets et des outils bureautiques;
- Disposer d’une compréhension générale de la politique d’aménagement du territoire.

- Avoir la capacité à aligner les projets sur les objectifs stratégiques du département;
- Disposer d’excellentes compétences en communication;
- Faire preuve de persévérance et disposer d’une capacité à motiver et entraîner les collaborateurs dans des processus de changement;
- Respecter la confidentialité dans les tâches qui sont attribuées et faire preuve de fiabilité;
- Avoir le sens d’organisation et respecter les délais proposés ainsi que les engagements pris;
- Savoir travailler de manière autonome, tout en disposant d’une aisance relationnelle qui mène à un esprit d'équipe prononcé;
- Savoir prioritiser les tâches attribuées et procéder de manière structurée;
- Disposer d’un esprit analytique, synthétique et systémique;
- Avoir une aisance d’expression et de communication;
- Avoir l'esprit d’initiative et faire preuve de motivation.
**Atouts**
- Une expérience professionnelle confirmée de plusieurs années à un poste équivalent est exigée.

**Le poste peut être brigué sous le statut du fonctionnaire ou de l’employé de l’État.**
**Diplômes**
Vous êtes titulaire d’un grade ou diplôme délivré par un établissement d’enseignement supérieur reconnu par l’Etat du siège de l’établissement et sanctionnant l’accomplissement avec succès d’un master en gestion et organisation d’entreprise, en management ou de son équivalent.
**Expérience**
Vous avez une expérience d'au moins 3 ans dans le domaine.
**Langues**
Vous répondez aux exigences des connaissances de 3 langues administratives pour le groupe A1.
**Nationalité**
Vous avez la nationalité luxembourgeoise.
