I am looking for a Procurement Specialist for my client for an assignment of 7 months. This mission is available on a consultancy or freelance basis.

  • Elaborate and update a joint procurement strategy, including the selection of topics, the assessment of opportunities from a legal, business and financial perspective, as well as the identification of common items for procurement, in a wide range of domains, with particular focus on the procurement of, market data services, financial information, and financial services);
  • Support and advise the lead central banks in the design of joint calls for tender and contribute to the drafting of the associated documentation;
  • Support and advise the participating central banks about participation in joint tender opportunities and joint contracts;
  • Coordinate and, where relevant, implement joint procurement procedures with the different stakeholders to ensure that they are performed efficiently and timely, in line with the central banks' interests and, in compliance with the relevant regulatory framework (EU Directive 2014/24/EU and relevant national laws);
  • Keep up to date about procurement and contract management developments and market trends to facilitate the exchange and implementation of best practices in central banks' (joint) procurements/contracts;
  • Perform contract management activities during the entire contract life cycle (including providing support to the lead and participating central banks in the contract execution, preparing implementation guidelines, monitoring contracts, performing financial assessments and statistics, measuring performance, identifying improvement areas, etc.);
  • Manage different international Expert Groups, stakeholders and clients in various business domains;
  • Contribute to the communication of EPCO's activities and procedures, including via the preparation of reports, notes, procedures, guidelines and meetings to ensure that all relevant parties are kept informed;
  • Prepare reports on the implementation and performance of the different activities under execution.
  • Master degree or equivalent in an appropriate area incl. Business Administration,
  • Economics, Law, or a related field;
  • Several years of experience in public procurement (including tender preparation, offers evaluation, performance assessments, reporting), as well as in contract and vendor management, in several domains;
  • Experience in the procurement of market data services, financial information and financial services. Experience in public procurement in an international, European or national (financial) institution will be valued.
  • Capacities to review and prepare procurement and contractual documentation in compliance with the relevant applicable rules;
  • Indepth knowledge of EU public procurement and of relevant standards & developments in this area;
  • Fluent command of English. A good command of French would be an advantage.
  • Knowledge of other official EU languages will be valued;
  • Strong analytical and problemsolving skills;
  • Very good communication, both verbal and written;
  • Very good negotiation skills;
  • Ability to organise, prioritise & manage different tasks within tight time frames to ensure timely delivery;
  • Strong quality focus, sense of service & proactive approach. Respect of confidentiality & ethical attitude;
  • High sense of diplomacy. Ability to establish and maintain excellent cooperative relationships;
