The

(Senior) Environmental and Climate Specialist.**
This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose:


The
(Senior) Environmental and Climate Specialist, will work in the JASPERS* Coordination and Capacity Building division to contribute actively to the development of a robust pipeline of capacity building as well as other initiatives related to institutional strengthening of JASPERS counterparts on environmental and climate related issues.

Additionally, he/she will provide advice to projects that will benefit from EU funds and in many cases EIB co-financing, thus increasing the quality of projects supported by the Bank.

The (Senior) Environmental and Climate Specialist should complement technical inputs in sector(s) relevant to JASPERS operations with environmental / climate focused support.

_JASPERS__ (Joint Assistance to Support Projects in European Regions) is a partnership between the European Commission and the EIB providing advisory and capacity building support to EU, Pre-accession and Neighborhood Countries for the preparation of sound investment projects to be co-financed by EU financial sources._

Operating Network:

The Environmental and Climate Expert will be required to work also across various beneficiary countries within the EU.

Accountabilities:


The (Senior) Environmental and Climate Specialist will work within a multidisciplinary team, in close cooperation with other colleagues, EU Commission and the national authorities of the beneficiary countries.


The (Senior) Environmental and Climate Specialist will:

  • Promote a coherent and harmonized approach to addressing environmental and climate considerations in projects and activities supported by JASPERS. Support the activity of other experts in JASPERS Regional offices and Headquarters.
  • Contribute to the coordination of environmental experts in JASPERS, in the regular environment coordination meetings, ensuring close collaboration with PJ working groups, Department environment advisers and the climate and environment units of ECSO, on all initiatives related to environmental and climate issues in the Bank (including those related to advisory work).
  • Provide expert advice to technical assignments for project preparation support, capacity building and other technical assistance activities in support of JASPERS' counterparts. Review and control quality of the environmental and climate assessments for investments, focusing on compliance with the environmental and climate related requirements, good practices and related EC guidance (including for InvestEU).
  • Design and delivery of targeted trainings and other capacity building activities on environment and climate related issues aiming at JASPERS counterparts and potential beneficiaries, in cooperation with relevant JASPERS colleagues (including JCC Head of Division and the Capacity Building coordinator), ECSO and/or PJ Coordination. This may be done through development of methodological papers, design of model approaches and case studies, the dissemination of international good practices and the potential development of IT tools, in close cooperation with other parts of PJ and in line with the initiatives promoted by the Bank.
  • Keep abreast of the latest scientific and regulatory information, conduct research to provide technical advice and recommendations through internal notes and papers issued by JASPERS for internal knowledge sharing and in support of beneficiaries and other stakeholders.
  • Develop and maintain, in close coordination with the Capacity Building Coordinator, external contacts, including the corresponding units in the European Commission, public authorities and managing authorities in JASPERS countries of operations.
  • Collaborate in specific JASPERS Independent Quality Review (IQR) assignments, in case of need of specific support in this area until the end of the IQR mandate.
  • Where needed, act as focal point for Capacity Building activities for a specific sector, in collaboration with the relevant JASPERS divisions.
  • Collaboration with other UTD divisions and the Department environment advisor is also required.

Qualifications:

  • University degree in a relevant domain, e.g. engineering, economics, law, environmental or climate science.
  • Minimum 5 years of relevant professional experience with a specific focus on addressing environmental and climate change considerations in the context the preparation of investment projects or programmes.
