The
EIB, the European Union's bank is seeking to recruit for its Operations Directorate (OPS), Advisory Services Department (AS), Advisory Hub Division (AS/ADVISORYHUB), InvestEU Management and Data Analytics Unit (INVESTEU) at its headquarters in Luxembourg, a
(Senior) Adviser.
This is a full position at grade 5/6 for which the EIB offers a permanent contract.

Purpose:In this post, you will have the opportunity to organise and carry out monitoring and reporting tasks, as well as to develop and maintain an overview of EIB advisory activities under the InvestEU Advisory Hub mandate and facilitate their implementation. To this end, you will keep an eye on optimising the mandate's processes and procedures as well as the set-up of supporting systems. With a view to enhancing the understanding of the portfolio development and informing strategic orientation, you will look to analyse related data flows, and identify potential synergies within the mandate and with other Bank products. To support this, you will keep up-to-date with the key needs and trends within the Bank's operating environment. For specific tasks requested by the European Commission, you will also play a coordinating role in assessing and developing projects to address the issues identified. In addition, you will be involved in amendments to the advisory agreement with the Commission, governance matters and other ad hoc tasks.
Operating Network:
As (Senior) Adviser, you will report to the Head of InvestEU Unit. However, you will also have the opportunity to coordinate and work closely with various stakeholders, both internally and externally.
Accountabilities:
In this post, you will:
- Contribute to the monitoring and reporting requirements of activities under InvestEU Advisory Hub (IEU AH).
- Take on a leading role in developing and managing advisory programmes.
- Develop and use tools to maintain a good overview of activities and developments under IEU AH, including analytical work based on IEU AH data and (combining these with) other data sources.
- Develop a solid understanding of the IEU AH Advisory Agreement and how it translates into advisory activities.
- Actively follow trends and developments in relevant sectors, fields and market segments to understand evolving advisory needs.
- Carry out and coordinate both internally and externally assessments of requests for advisory support upon request of the EC.
- Provide specific operational support to the EC concerning the functioning, development and priorities of IEU AH.
- Contribute to the development of the mandate's processes and procedures with continuous efforts to further improve efficiency through streamlining and automation.
- Contribute to the preparation and management of various meetings of the mandate's governance bodies.
- Represent the Bank in appropriate professional and public fora, as appropriate.
- Advise and actively support other parts of EIB Group in IEU AH related matters.
- Other support to ensure efficient and effective management of IEU AH mandate and delivery of the operational support tasks to the EC.
Qualifications:
- University degree in economics, engineering, finance, business administration, management information systems and/or other relevant studies, whilst a postgraduate degree would be considered an advantage.
- At least 5 years relevant professional experience, including project and data management, preferably gained in an international organisation, financial institution, consultancy, or similar activity.
- Proven trackrecord in managing complex processes and projects requiring coordination among multiple stakeholders, as well as understanding of business process management would be an advantage.
- Experience and aptitude in working with and drawing insights from data, knowledge of statistics/econometrics would be an important advantage.
- Experience in technical/financial assessment of investment projects would be an advantage.
- Understanding of advisory activities and needs would be an advantage.
- Ability to understand and translate into action legal texts, such as regulations and interinstitutional agreements, and contribute to the related implementation, as well as contributing to drafts of related documents.
- Knowledge of EIB objectives, strategies, policies, procedures, organisation and processes would be a strong advantage.
- Excellent interpersonal, communication and negotiation skills, with proven trackrecord of presenting findings from data analysis to inform decision taking.
- Previous experience and/or knowledge of SQL and/or Business Object will be considered a strong advantage.
- Excellent knowledge of English and/or French (*) with a good knowledge of the other.
